We use the ConfigServer Security & Firewall (CSF) as our firewall in WHM/CPanel. If an IP has been blacklisted by the server here is how to check for it and remove it from the list. First find the ConfigServer Security & Firewall section:
Then find the Firewall Deny IPs menu:
Look for the desired IPs or country of origin, delete the line and hit the Change button:
